הבלוג האסטרטגי של סרג' (SERGE) 

למה בלוג זה? כדי להסביר/ללמד לאזרחי ישראל, לאזרחי העולם המערבי – ולאנשים בעולם הרחב כולל העולם הערבי אשר שואפים לחיות חופשיים – מה היא אסטרטגיה, לעזור להם לפרש עובדות ללא דעה או אידיאולוגיה מראש. מה שקורה במזרח התיכון יקרה גם באירופה וגם הפוך מאירופה לכאן. מדובר על להיות עם עיניים פקוחות.    

בלוג זה מתוכנן לעבוד ב-3 שפות כצומת מפגש לבניית שטח העבודה האסטרטגי לטובת הדמוקרטיות המערביות והמדינות הקרובות להן אשר זקוקות לו. בלוג זה לא מחפש "פוליטיקלי קורקט" אך להסביר לאזרח מן השורה את העולם כמו שהוא.

Pourquoi ce blog? Pour expliquer/enseigner aux citoyens israéliens, aux occidentaux plus largement – et aux hommes dans le monde entier y compris le monde arabe qui veulent vivre libres - ce qu'est la stratégie, pour les aider à interpreter les faits sans a priori idéologique. Ce qui se passe au Proche-Orient arrive en Europe et vice-versa, il s'agit de ne pas être aveugle.
Ce blog à volonté trilingue se veut un carrefour du chantier stratégique dont les démocraties occidentales et leurs homologues de par le monde ont besoin.

Ce blog ne cherche pas le politiquement correct mais à expliquer aux "simples" citoyens le monde tel qu'il est.

Why this blog? To explain / teach the Israeli and in a broader sense occidental citizens – and people all around the world, including the Arab world who want to live free - what is strategy, to help them to comprehend facts without any a priori ideological thinking.

What happens in the Middle-East comes to Europe and vice versa, we have not to be blind.

This blog, forecast to be trilingual, is aimed to be a meeting point for the building site of strategy that the western democracies and their equivalent elsewhere need so much.   

This blog does not intend to be politically correct but to explain to the "regular" citizens the world as it is.

בראשית: כיצד נכנסתי לעולם האסטרטגיה

אפשר להיות "תלמיד" של ברברה, מלכת הזמר הצרפתי הפיוטי, לכייף בלקרוא את הרפתקאות המצחיקות והמלאות של שוטר פליי-בוי צרפתי המיוחד במינו בשם סן-אנטוניו - ועדיין לרצות לשאול את עצמי איך העולם מתנהל. עליתי ארצה ב-1985 ורציתי להבין כיצד עושים כדי להחזיק מעמד בתוך מדינה קטנה בתוך מלחמה אין-סופית, מבודדת דיפלומטית, וגם מדוע זה כך. על מנת להיות אזרח אחראי היה עלי להבין את הנושאים.

זה גם היה עבורי אמצעי חשוב להפוך לישראלי אמיתי מעודכן בדברים, ברעיונות ובפוליטיקה. יום אחד אוכל להצביע, הייתי צריך להבין מי צודק.

תמיד היה לי עניין בהיסטוריה של העולם, בפוליטיקה, הצרפתית כמובן, אך גם הבינלאומית. הקריאה והחזרות  מפעם לפעם אל "הנסיך" של מקיאבלי, אשר נכתב כבר לפני 500 שנה, היו משאירים אותי צמא לעוד.

יום אחד הייתי גם אמור ללבוש מדי צה"ל [עשיתי זאת] כמו שלבשתי מדי צבא צרפת. חייל ,לדעתי, חייב להבין את ה"מדוע" של מצבו. אגב, ב-1985, צה"ל נסגה אל רצועת הביטחון הדקה, שקועה עמוק במלחמת לבנון וללא צפי הנראה לעין אל הסוף.

הואיל ושמעתי לא פעם עליו כיצירה חשובה, קניתי לבסוף ב-1987 את הספר "על המלחמה" (או "עקרונות המלחמה") של קלאוזביץ. זה התאים בול כי מספר חודשים הייתי מובטל ויכולתי לבלוע את הספר.

לא האמנתי בעיניי. לא אספר על מכת ברק המשנה את העולם אבל בהחלט זה היה הלם. המחבר, שבוי מלחמה של נפוליאון, כתב את הכל על הכל: הוא מצייר את המלחמה, יסודותיה, כל הפן המוראלי והלא ניתן למספור, התקפה והגנה. הוא חוזר בהמשך על פני האדמה כדי להגדיר מוחשית את התופעות. הוא דיבר על המנהיג ועל המשמעת… וכל מה שהוא כתב היה ממלא את תקוותיי עמוד אחרי עמוד.

כן, ישנה ספרות אסטרטגית והגעתי אליה מהטופ, הפסגה.

הייתי מופתע עוד יותר בגלל עובדות אשר גרמו לי לראות את החיים ואת הגורל אחרת: קלאוזביץ ניהל את בית הספר למלחמה של ברלין אבל לא לימד בה כלל, הוא מת צעיר יחסית וזו אשתו שארגנה את הכיתובים שלו, לפעמים לא שלמים, כדי לבנות את הספר. ונשארת מורשתו שכל מדינה עיכלה באופן שונה.

זה לא היה מספיק, רציתי לפקס את הנושא על ישראל. אז "נפלתי" על ספר לא כה גדול ועשוי היטב, אשר הכניס אותי להבנה של קריאת מפות והאסטרטגיה במובן פרקטי יותר מאשר אצל קלאוזביץ.

ספר זה יצא דווקא ע"י הוצאה לאור צרפתית רשמית קשורה למשרד הביטחון הצרפתי. מדברים כאן על אסטרטגיות האוכלוסייה, הגיאוגרפית, השימושית והסמלית (סימבולית). התלמיד החדש בדרכו שהייתי התחיל לראות את ישראל עם עיניים חדשות. הלם שני זה קרה עם הספר "חללי ישראל" [חלל במובן מרחב] מאת אלאן דיקוף.

בהמשך הכיר "מפגשים" לא פחות מרתקים עם ג'רארד שליאנד האסטרטג הצרפתי ורפאל ירושלמי, קצין מודיעין בצה"ל שעלה מצרפת. עוד נזכיר אותם בהמשך.

ואז, בינתיים, שמעתי הרבה קולות, אנשים, משפחה, מנהיגים, והיה לי רושם יותר ויותר שרובם מדברים בלי לדעת על מה הם מדברים (אשמור על נימוס!). אבל אני, אני רציתי להבין. ועוד לא הזכרתי את סון-זו.

יותר מ-20 שנה שתקתי. הגיע זמן לדבר. בלי לנסות למצוא חן.

Genèse: comment je suis entré dans la stratégie.

On peut être un barbaresque, adorer lire San-Antonio et se demander comment se régit le monde. Je suis monté en Israel en 1985, et je voulais comprendre comment on fait pour tenir dans un petit pays en guerre perpétuelle, isolé diplomatiquement, et aussi pourquoi. Pour être un citoyen responsable je me devais de comprendre les enjeux. C'était aussi pour moi un moyen important de devenir un vrai israélien, au courant des choses, des idées et de la politique. J'allais devoir voter un jour, il fallait que je comprenne qui a raison.

J'avais toujours eu un intérêt pour l'histoire en général, la politique, française bien sûr, mais aussi internationale. La lecture puis les retours périodiques sur "Le Prince" de Machiavel, oeuvre géniale écrite il y a 500 ans déjà me laissaient sur ma faim.

J'allais aussi devoir porter un jour l'uniforme à Tsahal comme je l'avais porté à l'armée française. Un soldat doit comprendre le pourquoi de son état. D'ailleurs en 1985 Tsahal se repliait enfin sur une étroite bande de sécurité; enlisée au Liban dans une guerre sans fin visible.

Puisque j'en avais entendu parler, toujours comme d'une oeuvre importante, j'ai enfin acheté en 1987 le pavé "De la guerre" de Clausewitz. Ca tombait bien puisque je fus chômeur quelques mois et j'ai pu avaler le livre.

Je n'en croyais pas mes yeux. Je ne vais pas faire le coup de Claudel et son pilier, mais pourtant c'était le choc. Un auteur, prisonnier de guerre de Napoléon, avait tout écrit: il décrivait la guerre, son essence, tout le côté moral et inquantifiable, l'attaque et la défense, il revenait sur terre pour décrire les phénomènes; il parlait du chef et de la discipline... et tout ce qu'il disait remplissait mon attente page après page.

Bien sûr j'ai passé un peu plus vite sur les chapitres tactiques mais sans oser vraiment sauter des paragraphes.

Oui, il y avait une littérature stratégique, et je l'avais abordée par le top, le sommet.

J'étais encore plus étonné par certains faits qui m'ont secoué quant à la vie et la destinée: Clausewitz a dirigé l'Ecole de guerre de Berlin mais n'y a pas enseigné, il est mort jeune relativement et c'est sa femme qui a recueilli ses notes, parfois incomplètes, pour bâtir le livre. Et puis il y a eu son enseignement, que chaque pays a digéré différemment.

Ce n'était pas assez, je voulais comprendre le conflit en plus focalisé sur Israel. Et là je suis tombé sur un petit livre bien fait, qui m'a fait entrer dans la compréhension de la lecture des cartes et la stratégie à un niveau plus pratique que chez Clausewitz.

Ce petit livre est d'ailleurs sorti sur les presses de la Fondation pour les Etudes de Défense Nationale. On y parle des stratégies démographique; militaire, utilitaire, symbolique. Le novice curieux que j'étais commençait à voir Israel avec des yeux neufs. Ce deuxième choc c'est "Les espaces d'Israel" de Alain Dieckhoff.

J'aurai d'autres chocs, comme Gérard Chaliand et Raphael Jérusalmy par exemple, on en reparlera.

Et alors, en attendant, à écouter les gens, ma famille, les dirigeants, j'avais de plus en plus l'impression que beaucoup parlaient sans savoir de quoi ils parlaient (je suis poli!) . Or moi je voulais comprendre. Et je ne suis pas encore arrivé à Sun Zu!

Plus de 20ans je me suis tu. Il est temps de commencer à dire. Sans chercher à plaire.

Genesis: how I entered the strategic field.

You can be a "pupil" of Barbara, the queen of the French chanson; of San-Antonio (by Frederic Dard), the funny play-boy special commissaire de police; and still ask yourself how the world is ruled. I made my alya to Israel [started to live here as a new immigrant] in 1985 and I wanted to understand how do we manage to last in such a small country under an eternal state of war, diplomatically alone, and also why it is so.

To be a responsible citizen I had to understand the issues. It was also for me an important means to become a real Israeli, up-to-dated with topics, ideas and politics. I would have to vote one day. I was in need to understand who is right.

I had always been interested by History in general, politics, the French one of course but also the international. Reading and getting back from time to time to "The Prince" of Machiavelli, genius opus written 500 years ago, was leaving me already hungry for more.

I was to wear one future day the Tsahal uniform as I did in French Army. A soldier must understand why he is in arms. And in 1985, Tsahal was withdrawing into a thin security strip, deep sinking in a war with no forecast end.

As I always heard of it as an essential masterpiece, I bought at the end the hefty tome "On war" from Clausewitz. It was just nice as I was unemployed a few months and I could swallow the book.

I didn't believe my eyes. I will not compare with historical famous shocks but it was a real one. An author, prisoner of war by Napoleon had wrote everything, all: he was describing war, its essence, the whole moral and not numerable aspect, attack and defense. He was coming back - down on earth – to describe the phenomenon-s, he was writing about the chief and discipline… and every thing he said was fulfilling my expectations page after page.

Of course I passed a little faster on the parts dealing with tactics, but without daring really ignore any paragraph.

Yes. There was a strategic literature, and I approached it by the top, by its best.

I was more amazed by certain facts that moved my considering of life and destiny: Clausewitz managed the War School in Berlin but never taught there. He died relatively young and his wife gathered his notes, sometimes un-complete, to make the book published. And there was his teaching, that every country digested its own way.

It was not enough, I wanted to understand the conflict in a more focused way on Israel. Then I "fell down" on a nicely ordered small book. It helped me to understand better how to read maps and strategy at more practical level than Clausewitz. 

This book was surprisingly published by an official public French military foundation. It is spoken there about demographic, military, utilitarian and symbolic strategies. The amateur I was yet started to see Israel with new eyes. This second shock was "Les espaces d'Israel" [The Israel spaces] of Alain Dieckhoff.

I would find other big surprises in the way with Gerard Chaliand and Raphael Jerusalmy for instance, we'll revert to them later.

And then, by the time being, giving attention to people, to my family, to the leaders, I had more and more the impression  that lots of people were speaking without knowing what they were dealing with (I remain polite). But I, I wanted to understand. And still I did not remind Sun Zu!

More than 20 years I shut down. It is high time to start speaking. Without looking to please  anybody.
